Experience Working With Governmental Agencies

JVW Communications has extensive experience developing and implementing educational public outreach campaigns on water quality and environmental issues for local government agencies. We have worked extensively with the City of Oxnard Water Division developing and implementing a comprehensive public outreach effort for the nationally recognized GREAT Program. In addition, we have developed and implemented an extensive Public Outreach Program for the City of Oxnard Waster Division’s Redwood Trunk Sewer Project, the largest microtunneling project in the United States. We have advanced the causes of other environmental issues, including recycling, water awareness, stormwater pollution prevention and the restoration of local wetlands. In addition, JVW employees have specialized in public relations for many government and state agencies, such as Naval Base Ventura County, Channel Islands Air National Guard, City of Oxnard, Ventura College, Orange County Transportation Authority (OCTA) and Caltrans (California Department of Transportation).


Knowledge of Federal and State Mandated Environmental Programs

As specialists in environmental public outreach, JVW Communications is knowledgeable of the local, state and federal regulatory agencies providing environmental oversight to municipalities and local government agencies. These environmental laws ensure the delivery of safe drinking water to all Californians. The Federal and California Safe Drinking Water Acts, enforced by the Department of Health Services, establish environmental programs to protect our waters. It also directs the California Environmental Protection Agency (CEPA) to issue rules on to how implement these laws. CEPA integrates most of the state's environmental programs and the National Pollutant Discharge Elimination System (NPDES) controls water pollution by mandating permits for anyone who emits a pollutant into state surface waters.

We are also aware of the following regulatory agencies, as our clients work to ensure compliance: Occupational Safety & Health Administration (OSHA), U.S. Department of Labor; California Regional Water Quality Control Board (RWQCB); Ventura County Air Pollution Control District (VCAPCD); and the Oxnard Fire Department Certified Unified Program Agency (CUPA).


Innovative and Inspiring Outreach Strategies

When collaborating with our clients to meet their primary outreach objectives, JVW Communications has a unique approach to developing comprehensive strategies. Our individual ideas are impressive as standalone strategies, but much more effective and insightful when combined to channel the public outreach message to our target audiences.

For instance, we are currently in development of the Water Education Trailer (WET) for the City of Oxnard Water Division, which is designed not only to educate students of the sources of water, desalinization, seawater intrusion and coastal environmental impacts, but their parents too. The trailer is designed with water activities for children on the lower portion and videos, storyboards and a working replica of the system on the upper portion. This trailer will be deployed to various events throughout the year to promote the many Water Division programs and services.

Another example of our innovative strategies is our plans to develop a web portal for the City of Oxnard Water Division. This portal, which will be fully animated, offers four paths to view Water Division public information, depending on the target audience’s interest. The Flash animation will feature an educators portal, media portal, a construction/engineering portal and a kids portal, which will be richly animated with games, spelling challenges and coloring boards created in such a manner as to educate as they play.


Experience Identifying Specific Groups

Before JVW Communications begins a significant public outreach campaign, we develop a plan with specific goals, objectives, strategies and target audiences. The more effectively we can understand the target audience, the more likely it is that our message will logically and emotionally connect with specific groups. In our experience, clearly identifying target audiences helps determine what communication channels or delivery mechanisms are the right fit. In JVW Communications’ many campaigns, we have considered numerous target audiences, including service-area customers, homeowners, elementary and high school students, environmentalists, farmers, pet owners, business owners, motorists, teachers, etc. We are also sensitive to issues of culture diversity and language.


Experience Coordinating Public Outreach Campaigns With Various Stakeholders

Since JVW Communications specializes in public outreach projects, we typically communicate with a variety of stakeholders, including state, county and city elected officials and community leaders. We are currently working with Kennedy/Jenks Engineers & Scientists to coordinate the Integrated Regional Water Master Plan (IRWMP) Stakeholders Workshop. The plan will address the water supply and water quality issues in the Oxnard Plain and involve several participating agencies, including the United Water Conservation District, the Port Hueneme Water Agency, the City of Oxnard Water Division, the City of Oxnard Wastewater Division, the Water Division of Camarillo, Fox Canyon Groundwater Management Agency, the County of Ventura and the California Coastal Commission.


Experience in Designing Logos and Slogans

JVW Communications takes pride in its ability to design artwork and phrases to market a distinctive message. With expertise in advanced publication and design software, we have successfully created numerous graphic design projects, including logos, catalogs, brochures, magazine covers, newsletters, posters, direct mailers, print display ads, stationery and client websites. We have also created many slogans - one of our favorites is "Plan-it VC" used to promote student enrollment at Ventura College. We also worked with the City of Oxnard Streets and Waterways Division to develop the slogan, "Paving The Way" and the City of Oxnard Solid Waste Division to develop its 2005 Earth Day motto.


Experience in Developing Educational Materials

JVW Communications has written, designed and managed several educational projects. One of our favorites is the Teacher’s Resource Booklet for Primary Educators, which is designed to consolidate water conservation and water science educational material into one, simple package for local teachers. We also worked with The Discovery Center for Science and Technology and UC Berkeley’s Lawrence Hall of Science to create a unique educational theatre program to provide awareness of marine habitat, caring for the ocean, recycling and water conservation.


Experience in Developing Targeted Outreach Campaigns

JVW Communications has a proven track record of developing outreach campaigns that target multiple groups, gaining economies of scale. Our experience working with Ventura College illustrates the use of demographics of Ventura County to reach specific audiences via direct-mail. Targeting younger people out of high school, stay-at-home moms, re-entry students and senior citizens, the core of the campaign message was "enrichment" through classes. Another campaign focused on recruiting students from diverse cultures, including international students from the Philippines and Japan, Spanish-speaking individuals for ESL (English as a Second Language) programs, as well as economically disadvantaged people for financial aid assistance programs.
